A graduate of Newman University, she holds a Bachelor’s degree in Business Administration. She has been married to Zach since 2011, and together they are proud parents of two boys. She is the Director of Human Resources at Starkey, Inc., a non-profit working with adults with developmental and intellectual disabilities. This is the first time Councilperson Clothier has served on City Council. She is looking forward to learning and serving the City of Haysville and encourages people to reach out. She loves the small-town atmosphere where people are friendly , welcoming and connected.

We require Name, Address, Phone Number & License Plate Number in order to grant access. Contractors who are doing work for Haysville residents are welcome to recycle yard waste, as long as the homeowner has called prior to the contractor arriving.     Patrol The function of the Haysville Police Department's Patrol Section is to ensure public safety through enforcement of laws and ordinances. They also take reports from the citizens of Haysville on a variety of both criminal and non-criminal issues. The patrol section provides response to any suspicious or criminal activity reported within the city. They also regularly patrol the streets to both locate and deter criminal activity. Officers take reports and process crime scenes to include photographing and locating witnesses and evidence. Officers are also responsible for enforcing traffic laws to maintain safe and orderly traffic flow throughout the City. This includes following up on citizen complaints on traffic violators, and gathering statistical data on traffic counts and speeds throughout neighborhoods. Patrol officers also investigate any traffic crashes that occur within the City. Besides the enforcement functions of the patrol section, they are also on the streets to help people. Patrol officers take non-criminal reports and answer questions for residents that often times feel they have nowhere else to turn. This includes things like assisting citizens with neighbor disputes, and fire and EMS calls. They also regularly patrol businesses and talk to the public on various crime prevention topics.     Russ Kessler - Mayor Term Expires Dec. 2025 316.529.5900 316.644.6859 Mayor - Russ Kessler rkessler@haysvilleks.gov Mayor Russ Kessler grew up in south Wichita and joined the U.S. Navy after graduating High School. After 23 years of service, Russ retired from the U.S. Navy and moved to Haysville in 2007. Russ began his public service in 2009 after being appointed to serve on the Haysville Planning Commission, where he served for two years before being elected in 2011 to the Haysville City Council. Russ served on City Council until being elected Mayor in 2021 and re-elected in 2025 for a second 4-year term. Mayor Kessler currently serves as President of the Kansas Mayor’s Association (KMA), League of Kansas Municipalities Governing Body Vice President, Wichita Area Metropolitan Planning Organization (WAMPO) Transportation Policy Body (TPB) Chairman, Executive Committee, previous WAMPO Technical Advisory Committee (TAC) Chairman; Regional Economic Area Partnership (REAP) of South Central Kansas Executive Committee and Treasurer; Haysville Park Board Chairman; Haysville Library Board; Haysville Land Bank Chairman; and Haysville Education Foundation Board Member. Russ volunteered as a Den Leader of Haysville Cub Scout Pack 893 for five years, American Legion Post 408 member, and Haysville VFW Post 6957 Lifetime member. He and his wife of 40 years, Sherry, have three adult daughters, a son that is a Senior at Campus High School, and nine grandchildren, two of which graduated from Campus. Russ is a Department of the Army Civilian employee for the U.S. Army Reserves at the 451st Expeditionary Sustainment Command (ESC) in Wichita, working as the Deputy G6 Assistant Chief of Staff and Senior IT Specialist. Russ completed the Mini MPA program at Wichita State University, earned an associate degree from the Community College of the Air Force, Bachelors of General Studies from Fort Hays State University, and a Masters of Management Information Systems from Friends University. His favorite things about Haysville include the people, his church family at Haysville Christian Church where he also serves as an Elder, the excellent school system, Recreation Department activities for kids, and the annual events like Village Christmas, Haysville Fall Festival, Party in the 060, and the Independence Day Celebration that contributes to the atmosphere of small community living, making Haysville a great place to live and raise a family.

Backflow Test The City of Haysville is now requiring all backflow test results to be submitted on its new software Vepo Cross Connex . Paper tests will no longer be accepted. There is a $25 fee for submitting the backflow test results through this software. Please email lbrewer@haysvilleks.gov with any backflow related questions.
