City Budget Mill Levy: The mill levy to fund the 2024 budget for the City of Haysville is 40.445. The value of each mill is based on the total assessed valuation of the City and is per $1,000. The valuation is $92,002,093 making one mill worth $92,002.09. Example ; To calculate the taxes on a $100,000 home, multiply the appraised value ($100,000) by the percentage for residential housing of 11.5% ($100,000 x 11.5% = $11,500). The result is the assessed value of the home, or $11,500, and this is what the tax is based on. Multiply the assessed value ($11,500) by the total mill levy (city + state + county + school district) which is 147.086 and then divide by 1,000. The total tax due on the home would be $1,691.49. The same process would apply to a $200,000 home: $200,000 x 11.5% = $23,000 x 147.086 / 1,000 = $3,382.98. Permits and Plans When is a Building Permit Required? In general, a building permit is needed for any new building, addition, alteration or repair to any portion of commercial or residential buildings. This includes the addition of accessory structures such as pools & sheds. If you need further clarification, please call our office at 529-5940. Where do I Apply for a Permit? You can apply for a permit in person at the Public Works office located at 401 S. Jane or print off a permit below and fax/scan to us. Please note that Plumbing, Electrical & Mechanical Permits can only be purchased by a licensed contractor. Email: permits@haysvilleks.gov Fax: 316-529-5945 How do I Pay for the permit? Permits can be paid for in person at the Public Works office located at 401 S. Jane or over the phone by calling 316-529-5940. Acceptable forms of payment include Debit Card, Credit Card (No AMX), Cash or Check. Can I do the Work and then Apply for a Permit? Work started without a permit is subject to double permit fees. Permits must be submitted and paid for before work is started. Emergency work may begin prior to the permit application, but the contractor needs to obtain a permit the next business day. When do I Call for an Inspection? Inspections are done on a first come, first served basis. If you call day of, you will be limited to an inspection after 1 PM & subject to the availability of the inspector. It is suggested that you call 1-2 days in advance to schedule the most ideal inspection time. Drawing a Site Plan & Printable Checklist Most permit applications require a site plan, but don’t worry, site plans are easy! All you have to do is draw a picture of your property as if you are looking straight down on it. It does not have to be drawn to scale. Please contact Sedgwick County Fire Station #34 at 660-3434 for further requirements regarding fireworks stand inspections & permits. If electrical services have been off for 6 months or more, then an electrical permit must be obtained. Once the permit is obtained, the City Inspector will conduct an inspection to ensure it is safe for electrical services to be established. After the inspection has passed, Public Works will release the approval. Once Evergy has received the approval, you are clear to contact them to activate your account. All firework stands require a final inspection. Backflow Test The City of Haysville is now requiring all backflow test results to be submitted on its new software Vepo Cross Connex . Paper tests will no longer be accepted. There is a $25 fee for submitting the backflow test results through this software. Please email lbrewer@haysvilleks.gov with any backflow related questions. NOTICE: The City of Haysville is not affiliated with and does not endorse or regulate any company offering or providing water or sewer line insurance. Crews are performing upgrades on water meters around town. If you have any questions please call our office at 529-5940. The City of Haysville provides fresh, clean drinking water to the community by monitoring well production, maintaining the water treatment facility, water lines, water meters, and pumps. Food Bank/Commodities Haysville Food Bank and Commodities Program **Please note: Although the Food Bank and Commodities programs are admini stered through the Haysville Senior Center, you do NOT have to be a senior to receive help.** This institution is an equal opportunity provider. FOOD BANK FAQS The Haysville food bank is sustained solely by donations, most commonly from generous Haysville residents and groups or clubs within the Haysville School District. Donations are accepted during Haysville Senior Center business hours. Q: Who qualifies for help from the Haysville Food Bank? A: Households with a Haysville address or those located in the USD 261 school district qualify to receive assistance from the Haysville Food Bank. There are no age or income restrictions for the food bank. Q: What information do I need to bring? A: A driver's license/ID matching the name on a current utility bill will be required each visit. The utility bill must be dated no longer than 2 months prior to the appointment date. Q: How often can I utilize the Food Bank? A: A household can get help from our program one time per month (one month from date of appointment). Q: When can I retrieve my food box? A: Our food bank is only available by appointment only. Please call 316-529-5903 to schedule an appointment. Walk-ins are not accepted. Q: What is the commodities program? A: The commodities program, also known as The Emergency Food Assistance Program, or TEFAP, provides free USDA commodity foods to low-income households throughout Kansas. TEFAP distributions vary each month and contain non-perishable, refrigerated and frozen items. Q: Am I eligible? A: Persons of all ages who have low income or do not work are eligible for this program. Persons must show a Kansas Driver’s License/State ID as well as a current utility bill matching the name of the ID. The utility bill must be dated no longer than 2 months prior to the distribution date. Our location covers the following zip codes: 67060, 67216, or 67217. Individuals must sign a declaration stating that their total household income meets the income guidelines determined by the State of Kansas. For additional information or to verify qualification, please call the Haysville Senior Center at 529-5903. Q: When can I receive commodities? A: TEFAP food is shipped (typically) bi-monthly to participating organizations for distribution. Distribution dates are subject to change. We recommend contacting the Senior Center at 316-529-5903 at the beginning of each month to confirm distribution date, as there may be back-to-back distributions occasionally. Distribution dates are typically on the third Wednesday of distribution month, beginning at 1:00 p.m. Distribution is held at the back (east side) of the building. Patrons remain in their vehicle during distribution. Food is distributed on a first come, first serve basis only. Food is not reserved under any circumstances. Q: What if I am unable to pick up my commodities? A: A TEFAP Proxy Form may be filled out each year (typically updated yearly in July) allowing another person to pick up your commodities in your place. The designated proxy will still be required to provide your license/ID and current utility bill for each distribution. Having a designated proxy does not guarantee that you will receive food. Food is still distributed on a first come, first serve basis. Commodities will not be given to another person without a completed proxy form. Russ Kessler - Mayor Term Expires Dec. 2025 316.529.5900 316.644.6859 Mayor - Russ Kessler rkessler@haysvilleks.gov Mayor Russ Kessler grew up in south Wichita and joined the U.S. Navy after graduating High School. After 23 years of service, Russ retired from the U.S. Navy and moved to Haysville in 2007. Russ began his public service in 2009 after being appointed to serve on the Haysville Planning Commission, where he served for two years before being elected in 2011 to the Haysville City Council. Russ served on City Council until being elected Mayor in 2021 and took office in January 2022. Mayor Kessler currently serves as Vice President of the Kansas Mayor’s Association (KMA), League of Kansas Municipalities Governing Body Director, Wichita Area Metropolitan Planning Organization (WAMPO) Transportation Policy Body (TPB) Chairman, previously TPB Vice Chairman, Executive Committee and Project Selection Committee Member, previous WAMPO Technical Advisory Committee (TAC) Chairman; Regional Economic Area Partnership (REAP) of South Central Kansas Executive Committee and Treasurer; Haysville Park Board Chairman; Haysville Library Board; Haysville Land Bank Chairman; and Haysville Education Foundation Board Member. Russ volunteered as a Den Leader of Haysville Cub Scout Pack 893 for five years, American Legion Post 408 member, and Haysville VFW Post 6957 Lifetime member. He and his wife of 39 years, Sherry, have three adult daughters, a son that is a Junior at Campus High School, and nine grandchildren, two of which graduated from Campus. Russ is a Department of the Army Civilian employee for the U.S. Army Reserves at the 451st Expeditionary Sustainment Command (ESC) in Wichita, working as the Deputy G6 Assistant Chief of Staff and Senior IT Specialist. Russ completed the Mini MPA program at Wichita State University, earned an associate degree from the Community College of the Air Force, Bachelors of General Studies from Fort Hays State University, and a Masters of Management Information Systems from Friends University. His favorite things about Haysville include the people, his church family at Haysville Christian Church where he also serves as an Elder, the excellent school system, Recreation Department activities for kids, and the annual events like Village Christmas, Haysville Fall Festival, Party in the 060, and the Independence Day Celebration that contributes to the atmosphere of small community living, making Haysville a great place to live and raise a family.
